The UK HR market has no register and no barrier to entry. A national outsourcer with a thousand staff, a three-partner consultancy and a solo consultant working from a spare room all describe themselves as an "HR company", and all three appear in the same search results. This directory separates them city by city.
We researched 96 providers with a verifiable trading presence and ranked the strongest five for each of 10 cities. Providers headquartered in the city rank above those covering it from elsewhere, because proximity is what determines whether someone will sit in the room for a disciplinary hearing. National outsourcers still appear where their coverage is genuine.

Local firm or national outsourcer?
This is the decision behind most searches for an HR company, and the market splits almost exactly in half: 18 of the providers here operate UK-wide, while 78 are regional or city-focused.
National providers
Long opening hours, insured tribunal cover, deep document libraries and consistent pricing per employee per month. The trade-offs are contract length, often three to five years with auto-renewal, and a shared advice line rather than one named adviser.
Local and regional firms
A named consultant who knows your business, shorter or rolling terms, and someone who will attend a hearing in person. The trade-off is depth: when two crises land in the same week, a small team has less capacity behind it.

- How many HR companies are there in the UK?
- There is no official register, so no exact figure exists. The market splits into a small number of large national outsourcers, a middle tier of regional consultancies, and several thousand independent HR consultants, many of them one or two people. This directory covers 96 providers with a verifiable trading presence: 18 national, 50 regional and 28 city-focused.
- Should I use a local HR company or a national provider?
- National firms give you round-the-clock advice lines, insured tribunal cover and scale, at the cost of longer contract terms and a shared adviser. Local firms give you a named person who will attend a hearing in your building, usually on shorter terms, but with less depth behind them if two crises land at once. Employers with on-site disciplinaries and investigations tend to prefer local; employers who mainly need an advice line and documents tend to prefer national.
- Do I need an HR company at all?
- Not legally. The underlying duties are not optional though: written particulars of employment, statutory pay, working time records, pension auto-enrolment and a fair procedure before dismissal apply from your first employee. Most employers buy support at the point where one manager is handling casework alongside a day job.
- How much does an HR company cost?
- For an employer of 10-50 staff, retained support is commonly £150-£600 a month depending on city and scope, with project consultancy at £500-£1,500 a day. City pages on this site carry indicative local bands. Ask specifically whether tribunal representation, insurance and on-site attendance are inside the figure quoted.
- How are the shortlists on this site ranked?

- Can a company pay to be listed or ranked higher?
- No. Listings are compiled from research, not applications. A listed firm can claim its entry for £150 a year to correct details and set the services and sectors it covers, and featured partner placements are available and always labelled, but neither changes an editorial ranking position.
